Please check back often and read the details very carefully.&nbsp;<\/p><table style=\"width: 100%;border-collapse: collapse;border-color: #fcf8e8;background-color: #fcf8e8\" cellpadding=\"20px\">\n<tbody>\n<tr>\n<td style=\"width: 100%\">\n<p><strong>Update 9\/20\/2023:\u00a0<\/strong>On August 30, 2023, APSA Council met and approved the two motions below:\u00a0<\/p>\n<ol>\n<li>APSA will convene a commission to engage in fact-finding regarding the challenges surrounding the 2023 Annual Meeting and provide recommendations regarding annual meeting planning. The commission will be arm\u2019s length from current APSA leadership and will report to the APSA Council no later than March 1, 2024. A formal charge for the commission will be approved by Council. Upon acceptance by Council, commission findings and recommendations will become publicly available.<\/li>\n<li>APSA will refund registration fees for the 2023 Annual Meeting for graduate students or TIM* who canceled their participation by 8:00 am Pacific Daylight Time on August 31, 2023.<br \/>*Targeted International Members. TIM are international members from non-OECD countries who selected the APSA TIM membership category.<\/li>\n<\/ol>\n<p>Council discussed the refunds policy at length and considered many different factors; this is a difficult issue. The Council recognized that some people canceled because they felt APSA\u2019s response to the labor dispute was inadequate, while others canceled their participation because their panels were effectively or in fact canceled, or because of uncertainty about who else would be in Los Angeles. Others are still participating, but in a virtual format.<br \/>The costs of refunds must be borne by current and future members &#8212; either in membership fees increases or reduced programming. With this in mind, Council decided to offer refunds to the two types of members who, owing to their position in the discipline or their personal circumstances, had or felt they had less choice over the form of their participation. APSA will be sending email directly to members after the Annual Meeting with instructions on how to request refunds. APSA will also be setting up a hardship fund to which individuals can donate for the benefit of other members.<\/p>\n<p><strong>Update 8\/18\/2023: <\/strong>An updated message from APSA presidents was emailed to APSA members and meeting participants. If you have questions or concerns about your panel or event, please direct them to meeting@apsanet.org.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table><p style=\"text-align: center\"><strong><u>Information and FAQs<\/u><\/strong><\/p>\n<p>APSA is faced with the possibility of a strike action by UNITE HERE Local 11 Union during our 2023 Annual Meeting in Los Angeles, beginning in less than 30 days. The APSA is standing with labor, consistent with our <a href=\"https:\/\/www.apsanet.org\/Portals\/54\/goverance\/APSA%20Meeting%20Siting%20Policy.pdf\">long-standing policy of siting our annual meetings<\/a>\u00a0in union venues. The union publicly called for us to cancel or relocate our meetings (please read their\u00a0<a href=\"https:\/\/politicalsciencenow.com\/wp-content\/uploads\/2023\/07\/Unite_Here_Local_11_letter_to_the_American_Political_Science_Association.pdf\">July 19 letter<\/a>\u00a0closely; they begin by calling for cancellation, but near the end of the letter offer to help us relocate). APSA leadership has made concerted efforts to communicate with both management and labor and has been involved in intense and ongoing discussions with the management of the J.W. Marriott hotel, the national Marriott office, and with union representatives. These negotiations are a fluid situation that changes daily. We have also had extensive internal discussions on paths forward.<\/p><ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>\n<p><strong>What is the current situation for hotel workers in LA?<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li style=\"list-style-type: none\">\n<ul><\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>\n<p>Contracts for UNITE HERE Local 11 members expired on July 1 without a new contract with more than 40 hotels in the Los Angeles area.<\/p>\n<\/li>\n<li>\n<p>Among other issues, they are demanding a base wage increase because of high housing costs.<\/p>\n<\/li>\n<li>\n<p>Currently, <a style=\"font-size: 16px\" href=\"https:\/\/www.latimes.com\/business\/story\/2023-07-24\/southern-california-hotel-strike-beverly-hilton-waldorf-astoria\">workers are striking in few-day spurts at these hotels<\/a>.<\/p>\n<\/li>\n<li>\n<p>On July 19, <a href=\"https:\/\/politicalsciencenow.com\/wp-content\/uploads\/2023\/07\/Unite_Here_Local_11_letter_to_the_American_Political_Science_Association.pdf\" style=\"font-size: 16px\">UNITE HERE Local 11 asked APSA to cancel our Annual Meetings<\/a>.<\/p>\n<\/li>\n<li>\n<p>APSA President Lisa Martin and Executive Director Steven Rathgeb Smith have been engaged in intense conversations with both the union and hotel management.<\/p>\n<\/li>\n<li>\n<p>There is currently no strike called against any of the conference hotels.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><!-- \/wp:post-content --><\/p>\n<p><!-- wp:list-item --><\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>\n<p><strong>How will this affect the APSA Annual Meeting?<\/strong><!-- wp:list --><\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul><!-- wp:list-item --><\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>\n<p>Although it is not clear which hotels will be struck when, we can expect major actions on Labor Day weekend.<\/p>\n<\/li>\n<li>\n<p>1079 panels\/receptions are currently scheduled for the LA Convention Center, which is not a target of strikes. 468 panels\/receptions are currently scheduled for the J.W. Marriott, which is one of the hotels without a contract with the union.<\/p>\n<\/li>\n<li>\n<p>APSA is working to move all the panels at the J.W. Marriott to the Los Angeles Convention Center. More details will be available on Monday.<\/p>\n<\/li>\n<li>\n<p>Of the 11 conference hotels, the Hotel Indigo, Hotel Figueroa, J.W. Marriott, Courtyard Marriott, InterContinental, Marriott Residence Inn, and the Sheraton may be struck. Marriott. More details will be available early next week.<\/p>\n<\/li>\n<li>\n<p>APSA has created a mechanism for panels to move online. Hotel Indigo, Hotel Figueroa, J.W. Marriott, Courtyard Marriott, InterContinental, Marriott Residence Inn, and the Sheraton may be picketed. The move from San Francisco to Seattle for the 2011 Annual Meeting was organized one year in advance. The 2023 Annual Meeting starts in less than one month.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- wp:list-item --><\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>\n<p><strong>Can APSA move the entire event to a fully virtual format?<\/strong><!-- wp:list --><\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul><!-- wp:list-item --><\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>\n<p>No. APSA moved the event fully virtual in 2020 for the pandemic in three months. Three months was barely enough time to move an event with 1,500 sessions, 80 of which were concurrent in each time slot. Making this move in less than one month is not possible.&nbsp;<\/p>\n<\/li>\n<li>\n<p>However, panels can be virtual. Please see below under Logistics for details.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- wp:list-item --><\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>\n<p><strong>Will APSA cancel the Annual Meeting?<\/strong><!-- wp:list --><\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul><!-- wp:list-item --><\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>\n<p>APSA Council voted on July 28, 2023, to keep the Annual Meeting in Los Angeles and to move as many events as possible out of the J.W. Marriott to alternate sites not involved in the labor dispute. APSA will closely monitor the situation and continue to engage with both the unions and the hotels.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- wp:list-item --><\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>\n<p><strong>What costs would APSA incur if we canceled the Annual Meeting?<\/strong><!-- wp:list --><\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul><!-- wp:list-item --><\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>\n<p>Cancellation would cost APSA at least $2.8 million, which we are not in a position to absorb. These are penalties for canceling at the hotels that are not amongst the hotels with contract disputes ($450,000), contracts with vendors ($775,000), and refunds for member and exhibitor registration fees ($1.6 million). Additional costs and litigation can be expected.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- wp:list-item --><\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>\n<p><strong>How would canceling the Annual Meeting affect our members and the wider community?<\/strong><!-- wp:list --><\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul><!-- wp:list-item --><\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>\n<p>Cancellation would have a negative impact on many of our members, particularly those at a career stage where being able to present and network at the meeting are crucial to their professional development.<\/p>\n<\/li>\n<li>\n<p>While many members may be able to apply credits from canceling their flights to Los Angeles to other flights in the future, not all members are able to forego their reimbursements for these and other costs.<\/p>\n<\/li>\n<li>\n<p>For many members, particularly international scholars, Los Angeles is only one stop of a larger itinerary and canceling the Annual Meeting will be a major financial hardship and may negatively impact future visa requests.<\/p>\n<\/li>\n<li>\n<p>Cancelling would also hurt workers at the Los Angeles Convention Center, local restaurants, and other hotels that are not part of the labor dispute.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><!-- \/wp:list-item --><\/p>\n<p><!-- \/wp:list --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><!-- \/wp:paragraph --><\/p><p style=\"text-align: center\"><strong><u>Logistics<\/u><\/strong><\/p>\n<p style=\"text-align: left\"><strong>What should I expect for my panel location?<\/strong><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p>APSA\u2019s Annual Meeting features 1,500 events across four days. We run approximately 80 concurrent sessions in each panel time slot, which is a very high number compared to almost every association. This creates unique constraints on space and relocating a meeting. Additionally, most of the meeting specifications and orders for items like signs, audio-visual, and catering are due and finalized a month before the meeting. We now have less than 30 days until move-in onsite.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p>With the request from Unite Here, we worked very diligently to develop a new space option for the meeting. The best option available for a need of 35 rooms over four days was to create non-traditional breakout space at the Los Angeles Convention Center, which is currently not under a strike.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p>All panels that were originally scheduled at the J.W. Marriott and can be accommodated in size and scope at the Los Angeles Convention Center (LACC) will be moved there to non-traditional breakout space in West Hall B. The pipe and drape space fits a maximum of 30 people in theater set with a projector, screen, and computer cable in West Hall B. We understand that this is not ideal space, but our goal is to still allow groups to meet where presenters and attendees would not have to cross picket lines.<\/p>\n<p>The schedule with locations will be live soon. An email will go out to all panel participants once locations are turned on. If\u00a0you are in the breakout space in West Hall B and wish to remain with originally-scheduled traditional space at the J.W. Marriott, you can do so, but the full panel must be in agreement. If there is full agreement, an email must be sent to <a href=\"mailto:meeting@apsanet.org\">meeting@apsanet.org<\/a> with the panel title, as listed in the APSA program, the date and time of the panel, with all panelists copied into the email.\u00a0<em><strong>Update:<\/strong> As of 7\/31\/2023, all panels have been moved to the Los Angeles Convention Center.<\/em><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>What about affiliated events (business meetings\/receptions)?<\/strong><br \/>All affiliated events (business meetings and receptions) scheduled at the J.W. Marriott have the option to (1) provide a virtual link that APSA will include in the program, (2) relocate to the LACC to a space without catering on a space-available basis, (3) remain at the J.W. Marriott, or (4) cancel the event. Due to the meeting being less than 30 days out, we are unable to add new catering orders at the LACC. The form has sent sent to organizers to complete. The relocation space may be the West Hall B breakout space.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>When will locations be turned on?<\/strong> <br \/>We are doing our best to move everything as quickly as possible. It takes time to get floor plans finalized and relocate more than 400 panels and events. Please remain patient, and we will notify you as soon as we turn the locations on.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Can APSA relocate to another hotel or university in Los Angeles?<\/strong> <br \/>APSA staff spent time researching various universities, other hotels, and even non-traditional spaces like movie theaters as potential options. APSA had 468 events scheduled at the J.W. Marriott. This requires roughly 35 meeting rooms across four days, which is larger than most conferences. Other hotels, like the Westin, are already booked with other groups. Many of the universities are starting the school semester and hosting welcome weeks, do not have the space, or are miles away from the Los Angeles Convention Center, not allowing enough time for attendees to get back to panels that may be scheduled 30 minutes later at the Los Angeles Convention Center.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>Can I get catering if my event is relocated?<\/strong> <br \/>No, unfortunately catering will not be available. The Meeting is less than 30 days away, and catering orders were due back in July. These sessions will be fully virtual. We will move the panel location to virtual in <a href=\"https:\/\/convention2.allacademic.com\/one\/apsa\/apsa23\/https:\/convention2.allacademic.com\/one\/apsa\/apsa23\/\">All Academic<\/a>. Due to time constraints, the Zoom link will be included in the online <a href=\"https:\/\/convention2.allacademic.com\/one\/apsa\/apsa23\/https:\/convention2.allacademic.com\/one\/apsa\/apsa23\/\">All Academic<\/a> (submission system) as part of the session description. All panels need to stay at their same time and date. The PDF program has already gone into production. This form must be completed by August 7.
