{"id":1486,"date":"2020-03-24T12:00:42","date_gmt":"2020-03-24T16:00:42","guid":{"rendered":"https:\/\/connect.apsanet.org\/raisethevote\/?p=1486"},"modified":"2020-03-19T11:51:56","modified_gmt":"2020-03-19T15:51:56","slug":"maryland-will-deliverbut-for-whom","status":"publish","type":"post","link":"https:\/\/connect.apsanet.org\/raisethevote\/2020\/03\/24\/maryland-will-deliverbut-for-whom\/","title":{"rendered":"Maryland Will Deliver\u2026But for Whom?"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-22937 size-medium\" src=\"https:\/\/politicalsciencenow.com\/wp-content\/uploads\/2020\/03\/VinceStine_photo-1-e1584128236920-250x300.jpg\" alt=\"\" width=\"250\" height=\"300\" \/><\/p>\n<p>As the coronavirus has resulted in a national public health emergency, states are postponing their primaries to lessen contact among individuals in the hope of lessening the spread of the virus\u2014Maryland among them.\u00a0 The Old-line state has shifted its primary to June 2<sup>nd<\/sup>, where it will be joined \u2013 as of now \u2013 by Rhode Island, Ohio, the District of Columbia, New Jersey, New Mexico, South Dakota, and Montana (and potentially others).<\/p>\n<p>Whereas Ohio and New Jersey will receive the lion\u2019s share of the media\u2019s attention given their number of delegates (136 and 126, respectively), Maryland will not be ignored given that it is not far behind at 96.\u00a0 With the possibility of a contested Democratic convention, Senator Bernie Sanders and former Vice-President Joe Biden will be seeking to win as many delegates as possible in an effort to reach the magical 1,991 threshold needed to win on the first ballot.<\/p>\n<h3><u>Maryland Politics<\/u><\/h3>\n<p>Maryland is a solidly Democratic state; both Senators, seven of its eight House members (there is a special election being held to replace Rep. Elijah Cummings (D), who recently died), and nearly 70 percent of its state legislators are Democrats.\u00a0 Most members are progressive, although there are some moderate and conservative Democrats in the rural areas of the state.\u00a0 Maryland has voted Democratic in seven consecutive presidential elections most recently giving the party nominee, on average, more than 60 percent of the vote.<\/p>\n<p>Much of the Democratic party\u2019s strength resides in Montgomery and Prince Georges counties, two counties adjacent to Washington DC, Baltimore City; and Baltimore County.\u00a0 These four jurisdictions alone account for 55 percent of registered voters statewide and 67 percent of all Democratic voters.\u00a0 Two of the key voting blocs within these areas are African Americans and federal employees. Republicans fare better in Western Maryland and the Eastern Shore, which are more rural and conservative.<\/p>\n<blockquote><p>Maryland has voted Democratic in seven consecutive presidential elections most recently giving the party nominee, on average, more than 60 percent of the vote.<\/p><\/blockquote>\n<p>In recent years, Maryland primaries have tended to favor the frontrunner.\u00a0 In 2000, Al Gore defeated Bill Bradley, in 2004, John Kerry defeated John Edwards, in 2008 Barak Obama defeated Hillary Clinton (this is the one exception), and in 2016 Hillary Clinton defeated Bernie Sanders.\u00a0 In each of these instances, the winning candidate won with more than 60 percent of the statewide vote.\u00a0 Similarly, on the Republican side, the leading candidate won as well, with Bush defeating McCain in 2000, McCain defeating Huckabee in 2008, Romney defeating Santorum in 2012, and Trump defeating Kasich and Cruz in 2016.<\/p>\n<h3><u>Rules of the Game<\/u><\/h3>\n<p>The Democratic candidates will be competing for 96 delegates, which will be awarded based on proportional representation.\u00a0 A candidate will be allocated a percentage of the delegates equal to the percent of the vote they receive.\u00a0 He or she must garner at least 15 percent of the vote to be eligible for delegates.<\/p>\n<p>Maryland Democrats also will have another 21 super delegates.\u00a0 These delegates are party leaders who are guaranteed a spot on the convention floor but are barred from voting on the first ballot.\u00a0 This restriction was put in place after the 2016 race, when the backers for Senator Bernie Sanders complained that former Senator Hillary Clinton had an unfair advantage in the race, since so many of the unelected delegates backed her. \u00a0If neither Democrat secures a majority of the delegates through the nomination process, look for the issue of super delegates to be a major point of contention not only leading up to, but during the convention.<\/p>\n<blockquote><p>If neither Democrat secures a majority of the delegates through the nomination process, look for the issue of super delegates to be a major point of contention not only leading up to, but during the convention.<\/p><\/blockquote>\n<p>On the other hand, the Republicans will apportion their 38 delegates based on a winner-takes-all formula.\u00a0 Under this approach, the candidate who receives the most votes in a congressional district will receive all the delegates assigned to that district.\u00a0 From the party\u2019s perspective, a winner-takes-all approach brings the nomination contest to an end earlier allowing the party more time to unify for the general election.\u00a0 The Republicans do not have super delegates.<\/p>\n<p>Both the Democrats and Republicans in Maryland have chosen to select their candidate in a <a href=\"https:\/\/www.fairvote.org\/open_and_closed_primaries\">closed primary<\/a>, which means that only party members can vote in their primaries.\u00a0 Independents are not eligible to participate in either primary.<\/p>\n<p>Maryland allows individuals who have not yet registered to vote can do so <a href=\"https:\/\/voterservices.elections.maryland.gov\/OnlineVoterRegistration\/InstructionsStep1\">online<\/a> through April 7<sup>th<\/sup>; and afterwards, \u00a0the individual must register in-person during the early voting period (April 16 \u2013 23) or on primary day.\u00a0 Given the delay in the Maryland primary, these dates could change.\u00a0 In recent years, the state has tried to make it easier for people to register in an effort to increase voting.<\/p>\n<blockquote><p>Maryland allows individuals who have not yet registered to vote can do so online through April 7th; and afterwards, \u00a0the individual must register in-person during the early voting period (April 16 \u2013 23) or on primary day.<\/p><\/blockquote>\n<h3><u>Upcoming Primary<\/u><\/h3>\n<p>Senator Biden will have the advantage in the primary given his strong support within the African American community, and Marylanders familiarity with him both as a Senator from the neighboring state of Delaware and as Vice-President.\u00a0 Sanders goal will be to win delegates rather than the primary.\u00a0 To do this he will need to mobilize the increasing Hispanic community within Maryland, as well as the large student populations in the Baltimore and Washington regions.\u00a0 Every delegate counts.<\/p>\n<p>On the Republican side, only President Donald Trump and former Massachusetts Governor William Weld are on the ballot.\u00a0 Given that Weld has withdrawn from the race, the President will easily win all the delegates towards his re-nomination.<\/p>\n<p>If you haven\u2019t registered to vote, I encourage you to do so.\u00a0 This year your vote may truly make a difference!<\/p>\n<hr \/>\n<p><em>Vincent Stine is a guest contributor for the <a href=\"https:\/\/connect.apsanet.org\/raisethevote\/\">RAISE the Vote Campaign<\/a>.
